Supervisor Wagner began his first term in January 2006. The Town had already committed to the building of new water and sewer infrastructure. The NYS Department of Environmental Conservation had issued a consent order (a demand notice) to replace the aging Titusville Sewer Plant. Construction on the plant had begun.
Shortly after entering Office, Supervisor Wagner became aware of the fact that the costs of the plant were grossly underestimated by consultants, and therefore the funding was also underestimated.
Working with the Town's Attorney and Comptroller, countless meetings were held over about a year and a half period to get the project back on track.
Supervisor Wagner continued to engage in a concept of Public/Private funding for the plant. This method of financing has reduced the impact of the plant to the taxpayers by Millions of dollars.
The original consultants on the job had also been the Towns general engineering firm. Supervisor Wagner severed the relationship with that firm and entered into a relationship with a new firm with a clearer understanding that that firm must look out for the best interests of our taxpayers in order to do business with LaGrange.
Supervisor Wagner hired a new Administrator of Public Works by re-investing money previously paid as a "retainer" to our former engineers. One primary job carried out by the Administrator of Public Works, is to be the taxpayer's watchdog over consultants, and contractors developing our infrastructure.
The Administrator of Public Works has saved us countless dollars by keeping construction schedules on track, watching over our consultants, and looking out for our resident's best interests. This appointment did not increase our budget and in fact is helping greatly to reduce it.
Supervisor Wagner is committed to the future expansion of the Sewer Plant as well as to our water supply. These infrastructure additions are needed to support a healthy commercial tax base. Contracts are already in place with some developers to fund the projects. Additional users are being identified and the Public/Private funding methods will be continued to decrease taxpayer costs.
